Incident: A1c and 2i1 apply in Fewest Moves Solving

Incident description and resolution:

It was recently brought to the WRC's attention that Regulation A1c) arguably does not apply to Fewest Moves under the current structure of the WCA Regulations, because Article E does not refer to Article A.

However, one of the original motivations for Regulation A1c) was to allow Delegates to apply it to Fewest Moves, and the WRC has supported this intended use of A1c since its introduction.

The Regulations will be updated to reflect this, as well as clarifying that the allowed aids specified under Regulation 2i1) are also allowed in Fewest Moves Solving.
