Incident: An illegal cube was discovered after a subsequent round had started

Incident description and resolution:

DISCLAIMER: Since the resolution of this incident, regulation 3k2 has been updated to better define how an incident like this should be handled.

At the start of round 2 it was noticed that a competitor had submitted an illegal puzzle that had also been used in the previous round. Their previous results were therefore changed to DNF, following 3k2. As this was the competitor's fourth competition they were granted a provisional extra round under A7g.

The WRC decided that the round 1 results should remain DNF. Extra attempts can not be issued for round 1 using 3k2a as the round had finished. As the second round had started and the original attempts were valid, 9l also prevented extras being awarded for another reason, such as A7g. The WRC acknowledges that the concept of an invalid attempt in 9l is not defined and will consider clarifying this in the next regulations cycle.

Additionally, had A7g been available, the WRC's view is that it should not be applied to issue extra attempts in this situation as the competitor had enough competiton experience (A7g++++). While they may not have encountered this aspect of the WCA Regulations before, the same could be said in many situations, and competitors are expected to be familiar with the regulations (2t).
