If you're new to competing here's a quick recap of what a Cutoff and Time Limit are:
Cutoff: at the beginning of your round you have 2 solves to get below the Cutoff time. If you do get below the Cutoff time for one or more of the first 2 solves you can finish the average. If you do not pass the Cutoff time for either of the first 2 solves then you only get to complete in the first 2 solves and do not get to finish the average.
Time Limit: If you do not pass the Time Limit for one of your solves you do not get to complete your solve and the time counts as a DNF

Time limit
If you reach the time limit during your solve, the judge will stop you and your result will be DNF (see Regulation A1a4).
Cutoff
The result to beat to proceed to the second phase of a cutoff round (see Regulation 9g).
Format
The format describes how to determine the ranking of competitors based on their results. The list of allowed formats per event is described in Regulation 9b. See Regulation 9f for a description of each format.
