Pyraminx Scrambler

On the WCA Regulations page the pyraminx scrambler link is this: http://www.worldcubeassociation.org/reg ... 5&col=gryb (optimal random-state) . I found odd that the scramblings are so short. Then, from speedsolving/wiki, I came to this page http://www.worldcubeassociation.org/reg ... 5&col=gryb , which must be the correct scrambler program. So, is that an error on the regulations page? And what is the purpose of the Optimal Random State scrambler?

As its name suggests, the Optimal Random State scrambler selects a random position and gives an optimal path tu reach it. That explains in particular why the scrambles are so short. (At least the scrambles are supposed to be optimal, I don't know if it's actually the case.)

As far as I know, the diameter of the pyraminx group is 11 (that is, every position can be solved in 11 moves or less and if the scrambler is optimal, there will be no scrambles longer than 11. It would be unnecessary to have longer scrambles).
