Incident: Judge did not reset timer and recorded the previous competitor's time

A competitor unknowingly performed their first solve without resetting the timer, which displayed a time from a previous attempt. The incorrect time was recorded on the scorecard. Upon review, it was noticed that the result seemed unusual. After consulting with the competitor and their parent, a video confirmed the actual time was significantly different. Since the exact time couldn't be verified, the result was changed to a DNF, which was accepted by the competitor and their parent.
The WRC concluded that the delegate could have decided to give the competitor an extra instead of a DNF. Since the main problem in this incident was the judge not resetting the timer (A3b), the delegate could have decided to give the competitor an extra attempt instead of a DNF if the incident was found out about on time (A3c3+). Though the competitor is allowed to reset the timer themselves, this is ultimately the judge's responsibility. The WRC would like to remind judges to be mindful of the state of their timer when judging and to ensure their station is ready for the next attempt.
