Incident: Competitor stopped timer with potential karate chop

During a final round, a delegate was watching the competitors' solves in case any incident occurred. The delegate observed a competitor who stopped the timer in a "karate chop" position, and went to tell the judge to apply a +2 penalty. Afterwards, the delegate was presented with the video of the attempt from the competitor, and the competitor claimed that the +2 was incorrectly given. While watching the video at normal speed, the timer stop still looked illegal, but in slow motion it was slightly more debatable.
The WRC agreed that the timer stop violated A6d when viewing the video at full speed. As an important clarification, the frame-by-frame policy as outlined in 11f can be used to remove a penalty initially assessed by the judge or delegate (11f1d), however, applying a penalty must only be based on evidence viewed at full speed (unless the solve falls within the scope of 11f1).
