Incident: Competitor checked if camera was on during inspection

During inspection, the competitor looked to see if his camera was recording. To do this, he stood up and looked at the screen of his phone, before sitting back down and starting the solve. This behavior could be considered a violation of regulation 2i, but it was unclear if the competitor's behavior qualified as "using" an electronic device.
The WRC concluded that the result should stand without penalty, citing the following reasons:
1. Regulation 2i2 allows for restricted use of cameras by the competitor, as clarified in 2i2a and 2i2c.
2. 2i2a clarifies that delegate discretion can be used to determine whether or not a competitor gained an advantage from electronic usage.
3. 2i2c prohibits the competitor from pressing any buttons on electronics, which did not occur in this incident.
It was determined that since the competitor was just checking to see if their camera was on and recording, they did not gain an advantage or receive assistance by looking at the camera.
