Incident: A clock was displaced from usual position

DISCLAIMER: Since the resolution of this incident, regulation 10h1a has been introduced to clearly define how these incidents should be handled.

One clock on a competitor's puzzle was displaced from its usual position.

The ending state of the puzzle had all dials pointing to the 12 position, but one of the gears itself was not entirely flush with the puzzle's front. Given the fact that the dials were all pointed correctly, it was decided to not award any penalty to this attempt.

This incident occurred prior to the introduction of 5b5f. Incidents similar to this should now be ruled according to 5b5f, where each dial should be considered to be at its closest intact state.
