If there are no major complaints (other than the typo on 4b2b), this is the version that will be submitted to the Board in 1-2 days. Lucas Garron, Sébastien Auroux, Clément Gallet, and myself are currently heading this effort, and currently form a starting core for the WRC. If this goes through, we may see the composition of this body change, depending on other obligations. But for now, talk to one of us if there's something you'd like to draw our attention to. Rest assured, we are indeed looking at all of the different proposals for the Regulations. I believe we have over 150 issues to deal with at this point, as a matter of fact (keep posting though!) 3b1e) I agree that all WRC members must have a strong command of English, but not for the reason you stated. The correct reason, as I see it, is to be able to communicate clearly within the WRC and with the WCA Board. To be able to communicate with the community, a person must have a stong command in Spanish, Polish, Chinese, Vietnamese, Thai, and all other languages spoken within our community.

WRC members should have a sufficiently strong command of English to maintain the Regulations and communicate clearly with community members.[/quote:3sluhlx4] I think the main reasons for requiring strong command of English are (in order): 1) Writing / maintaining / interpreting the Regulations. 2) General communications and announcements to the community. 3) Communication with WRC and Board members. Since English is the main language for the international cubing community, it is a very important part of being able to communicate with most cubers. Any fluency in other languages is very useful for communicating with specific parts of the community, which is still important. There also used to be a sentence in the WRC proposal stating that cubers should be from different backgrounds / continents, but Vincent took it out because someone expressed concern that this is something that should be done, but not codified into Regulations. My main motivation for requiring English was actually the concern that official documents and announcements, in particular the Regulations, should be written by people who can write clear and concise English. Cubers made occasional remarks about odd phrases and word choices in the current Regulations, and I agree that the Regulations could be more "straightforward English". If someone does not have a strong command of English, it does not mean that they would be a bad WRC member in principle, but it means that any official writing on behalf of the WRC is more likely to have such subtle issues. So, yes, I agree with you that the reason was not correct. However, I think that the main reason for requiring English should be for writing the Regulations (and possibly things like announcements). Vincent and I are going to change 3b1e) clarify this.

May I ask what is the status of the new Regulations development? Wish things are still moving in the background.
