Dear WCA board, In Germany, there have been a few competitions where for example, there was a limit of 70 competitors, and after that limit was reached, there were a few additional places for competitors from that region. While I think this is perfectly okay, in discussion, it became clear that obviously, there is no rule which forbids competition organisers from arbitrarily excluding and including specific people in a competition (it is particularly the excluding with which I am uncomfortable). Although there probably is no organiser which would abritrarily exclude people, I think we should discuss a clearer definition of opening and closing competitions, and especially introduce a rule which keeps organisers from hypothetically making a "guest list" according to their likings.
