Remove unnecessary regulations for 2011

In order to clean up the regulations, I suggest the following things be removed: 2h - Not that we want competitors showing up naked, but I'm guessing most of this falls under 2f. 2s - Just change this to a single broad regulation - "Competitors with a disability that prevents them from following the regulations must notify the competition organizer and WCA delegate at registration time in order to work out an alternative." This makes the regulation shorter and leaves how to handle the situations in an open manner, which is good, because we can't predict everything. 2t - Remove. 2a1 has them already agreeing to the regulations. 3i - Remove. Covered under 5c. 4f - Remove "Other puzzles" line. If new puzzles are accepted, they'll have a scrambler. Article 6 - Simply change whole article to "Competition organizers can choose to awards prizes in any manner they choose." 6b - has "should" in there with no penalty. If someone leaves, they leave. 6b1 -Who cares where it is? If the organizer is in a situation where they can't give out prizes (some weird venue rules or something), then don't give people an option to complain. If someone wants to hold a competition and just have the results? Fine. Just like people decide if they're going to go to a competition or not based on the fee, presence of free food, etc, this can be another decision. 7a - So competitions can be held anywhere. Remove this regulation then. 7b - Change this to "must" or get rid of it. If it's gone, then a competitor can simply ask the organizer if they feel someone is too close, much like how they would ask to move to a different station if they didn't like one for a particular reason. For example, I've had a station that has an air duct near it, some competitors would ask to sit elsewhere. Fine. But we don't need a new WCA regulation that states all stations must be away from any heating/cooling sources. 7d - Remove. This is something that can be in the organizer's handbook, but if the temperature was low, it wouldn't be invalidating any results or anything. 7e - I would almost remove this too. Perhaps not the smoke-free part, but the noise part. 8a5 - Remove. This eliminates the Chicken-and-Egg scenario when hosting a competition. You may have a bunch of people who are waiting for 12 people to sign up before they commit to going, but if they all just did it, you'd hit the number. If a competition has a low turnout, then if that location is ever used again, the board could simply see if the reasons for the low turnout have been fixed.

What about 7g) Competitors must solve while sitting or standing. I think we can remove this one, too. If you want to prevent people from lying flat on the floor, you'd also have to prevent them from sitting on the floor. But I don't see another position you can get yourself in and thus no need for this rule.
