2009: Event availability

It was touched on briefly in another thread, but: 9k) If an event is held, then all competitors may participate in that event. Events may have a maximum number of competitors. Doesn't the first sentence contradict the second? I would like to see this rule rewritten to address some things. First, allow organizers to restrict certain combinations of events. For overlapping and long-running events, I think this is very helpful. If you want to do 5x5x5 bld, that's fine, but it's occuring during some other side events, so you have to choose. Now, people may say, "Well, just have that person go first for the side events." This works, but only up until a point where you have 5 people that want to do 5x5x5 BLD and all the side events. If you wanted the regulations to be really restrictive on when you could do this, then I would say that the conflicts would only occur with "long" events, such as FMC, big cubes blind, and Multi-BLD. Also, I think if events have a maximum number of competitors, they must be required to go with a combined final format, with the top X proceeding. If you're limited on time, then have more people complete one or two solves, and only the best do an average. Don't restrict it to just the first people to sign up. Perhaps both of these regulations could be placed in Article Z, so that WCA board approval must be given for these restrictions.

Thanks for your feedback. I agree. I propose to add the following article and remove the part of 9k. Z4) Organisation team may limit the number of competitors per event (first come first go, or based on qualification times or based on position on WCA world ranking).

It's similar to Z2, but it's not based on numbers, just certain events. Also, remove "large" from the Article Z restrictions, since many of these things are helpful for even small competitions.
