With Cube Explorer being used as the scrambler, should it be stated that the FMC should not use the optimal scramble? It avoids problems where a competitor could use the scramble as a starting point or be able to throw in some short identities in there. But considering that if a super genius competed, his solution should be the reverse of the scramble, and then he'd be accused of cheating. Maybe providing the FMC people with a printout of the scramble results would be good, so they can verify they've scrambled correctly. Or allow them to have the judge scramble their cubes before the event and verify that they are correct.

Fewest moves will also use Cube Explorer. Once we find your genius we will change the regulations. I added that the print of the scramble should include a picture of scrambled state. Updated in draft 4, March 21, 2008. Thanks, Ron
