WCA Regulations 2010 are final

The WCA Regulations 2010 are now final.

All competitions starting today (April 14, 2010) must use this new version of the regulations.

Most important changes are:
= Preferred format for Megaminx is now 'Average of 5'.

Other changes for competitors:
= Stricter rules for timer malfunctions. Timer shows 0.01 - 0.05: extra attempt (unless intentional by competitor). Timer shows 0.06 or higher: DNF (unless reproducible malfunctioning).
= Puzzles with textures or painted colours are now accepted.
= Blindfolded: Competitors must bring their own blindfold.
= Fewest moves: Solutions maximum 80 moves and/or rotations.
= Magic: No practice solves on timer.

Other changes for competition organisers:
= WCA delegate is now responsible for providing the scrambles.
= Improved scramble programs.
= At least 25% of competitors must not proceed to round.
