Incident description and resolution:

A competitor stopped the timer in a way that looked like it potentially violated the regulations (ie, with a "karate chop"). This violates Regulation A6d):

A6d) The competitor must stop the timer using both hands, placed flat on the sensors with palms down. Penalty: time penalty (+2 seconds).

However, after analyzing the video evidence, the WRC has concluded that the bad timer stop is only visible if the video was analyzed frame-by-frame. Therefore, the WRC agrees that the original time should not be penalized. The WRC is also proposed a new policy for delegates using video evidence to apply potential penalites to solves.
