Incident: A Multi-Blind attempt was found to have several misscrambles

Incident description and resolution:

A Multi-Blind scheduled second attempt was found to have several duplicate scrambles because of an organizational mistake. The WCA Delegate provisionally changed some certain results to DNF that were surely duplicate scrambles.

The WRC agreed to change the round format from "Best of 2" to "Best of 1", because:

1. All second attempts were found to be duplicate scrambles.
2. It is not consistent to disqualify some competitors and not others arbitrarily for an organizational mistake.

This decision involves retroactively removing all second attempts.
