Incident: An inproper room was used for Fewest Moves Solving

Incident description and resolution:

The Organization Team used a small room for Fewest Moves Solving for a large number of competitors. This caused competitors to be very close to each other. This could have been used by competitors to cheat and look off another competitor's paper.

However, the WRC has decided to accept the results because:
1. The WCA Delegates checked the solution sheets and saw that no competitors had the same solution.
2. The WCA Delegates carefully oversaw the competitors during the round.
3. There is no evidence that any competitors abused the situation to gain an unfair advantage.
