Incident: Timer ran in slow mode

Incident description and resolution:

A competitor set a time of 7.51 seconds. When checking the video of the solve, it was clear that the solve took more than 7 seconds. The timer was checked and it was found that the timer would stop for a while after lifting both hands. The timer was removed and an extra attempt was granted by the Delegate.
