Incident: Incorrect Square-1 scramble (cube shape)

GreeceNewYear2019
At least one competitor received an incorrect Square-1 scramble which started with a "cube shape". Analysis shows that this provided the competitor a clear advantage for the attempt compared to any possible scramble for the attempt.
The WRC has concluded that such attempts should be disqualified, since:
1) Starting with cube shape provides a significant advantage for virtually all competitors (vs. receiving a scramble several moves away from cube shape).
2) This is a significant breach of scramble accountability. A qualified scrambler would never send out such a scramble by accident, since cube shape scrambles are conspicuously uncommon and a check against the scramble image would have clearly shown that the scramble was incorrect.
