Incident: A competitor started his timer twice

After their inspection, a competitor started their timer, then reset it, then started it again before making any move.
Regulation A4d states that the competitor starts the solve by removing their hands from the timer (thus starting the timer), which happened during the first time they started the timer.
Therefore the competitor reset the timer before the puzzle was solved and the result should be DNF.

For the case which occurred during China Championship 2017, the WRC also considered that the timer lights were covered by tape. However since it was the competitor's fifth solve on the exact same timer, the WRC decided to change the result to DNF.
