Incident: Several issues with the venue setup

There were several issues and concerns regarding the venue setup at this competition. The main point was that waiting competitors were able to watch competing competitors. Additionally, it was obviously possible to choose scramble groups by cutting the waiting line.

The questionable setup was reported by a competitor who intentionally tried to abuse it by pre-inspecting scrambles in one round. The WRC agreed with him to change all his results from this particular round to DNF.
