Incident: Irregular enforcement of time limits for 3x3x3 Multiple Blindfolded

At Kansai Open 2018, 3x3x3 Multi-Blind was held as "Best of 2" with a cumulative time limit in combination with the regular time limit. The WCA Guidelines clarify it is not possible to hold 3x3x3 Multi-Blind with a cumulative time limit.

The WRC has decided that all results of the second attempt should be removed. This decision only affected one comeptitor (all other results were DNS).
