When solving a clock we don't mind the states for the buttons when done. When scrambling on the other hand the state of the buttons is a part of the scramble. (This is a bit weird, are the buttons a part of the puzzle or not?)
Anyway, my idea is that all scrambles should have all buttons in up position as the final state, this way we don't have to put i in standing position on the surface before inspection (it is easier to cover a flat clock than a standing if nothing else).
Why that?
They fall over from time to time (lol) and when they do the buttons may change positions. So if it happens the judge have to go to the scramblers to have the buttons checked and that is time consuming.
