That's actually a good question, since it's not explained on the WCA site anywhere.
The WCA ID is a string assigned to you after you go to your first competition, of the format yyyyNNNNdd
Mine is 2006GARR01, which means I first competed in 2006, my last name begins with the 4 letters GARR (it continues on to the first name for short last names), and I was the 01st GARR in 1006.
The WCA ID is used to track your competition progress, since it uniquely identifies you.

http://www.worldcubeassociation.org/results/p.php?i=2006GARR01If you haven't competed, just leave the field blank during registration. Once the competition results are processed, you will be given an ID, and you can find it by searching for your profile
