Hypothetical Record Situation

If Rowe Hessler solved a 2x2x2 cube in 0.95 in a competition and Lucas Garron solved a 2x2x2 cube in 0.94 in a separate competition on the same day, would both of them have set the world record for a single solve or would Garron be the only recorded holder (with Rowe only setting the North American record but not being recognized with a 0.95 former world record.)?
